Any tips om how I can help my little toy dachshund to overcome his fears outdoors when around people?
He is fine when there is no one outdoors or no one comes to visit me. I got him at 1 1/12 years of age; he was a kennel dog and thus not socialized other than shown at a few dog shows. He is also sensitive to sudden noises and motions. With me he is totally fine, loving and very affectionate. When I take him to a secluded area outdoors he plays catch and runs and is happy. He listens and comes when called. In other words he is a very dear pet I just would like to help him overcome his problems. I take him around people of course hoping to desensitize him, but so far no luck!

Difficult one but can be overcome with patience. Your dog may never be fully socialised but improvement can be made.
Your TD is a little dog, when introduced to people don’t pick him up to show him to people as this tends to give the dog a feeling that your need to protect them. Instead sit down with your dog and give slow strokes and verbal reassurance. Get the new person to sit with you (make sure they don’t tower over your dog as this is an aggressive move in a dog). Get them to stroke slowly and talk softly, ask them to put their saliva on the back of their hand and offer it to your dog (honest this is a “Hi ya I’m friendly” move).
Give the person a favourite toy and get them to offer it to your dog. It take patience and effort to make work but will produce results. Always reward with a treat and lavish praise when the behaviour you want is demonstrated, ignore bad behaviour (don’t say anything and break eye contact). When you finish a training session then play with your dog as a reward.
Go to the park or sit in a quiet cafe on the pavement. Get your dog to sit or lay next to you. Let them look around and just talk calmingly to them. If something startles them or they react then ignore them. When they don’t react to a noise or movement then lavish praise and slow stroke, use a treat as a reward if you want. at end of session make a fuss of them.
